Grape Leaves a la Baba (Weinblätter a la Baba)

4 tablespoons tomato paste
2 red bell peppers diced finely
1 large onion
200 g ground beef
1 bunch of parsley
pepper
1 small cup of rice which has been rinsed in hot water
enough hot pepper powder to make all of the ingredients red
250 g grape leaves
3-4 tablespoons of olive oil
salt

Mix together tomato paste, bell peppers, onion, ground beef, parsley, pepper, rice, hot pepper powder, and olive oil in a large pot until everything is one large red mass. Lay the grape leaves in water and leave them overnight in order to remove the salt. Place the red mixture on the leaves and roll them up. Cut into smaller pieces and lay on top of one another in a baking pan in two directions. Pour water on top of the rolls until only the top layer isn’t covered in water and add some salt to taste. Bake at a simmer for about 30-40 minutes.
